H.D. Hoover, Ph.D.
Dr. Hoover, who has been at The University of Iowa since 1964, is currently Professor of Education and Director of the Iowa Basic Skills Testing Program (ITBS®). He is a past board director of the National Council on Measurement in Education (NCME), and he is the co-author of "Scaling, Norming, and Equating" in the American Council on Education's Third Edition of Educational Measurement.
Dr. Hoover is an active member of the Association of State Test Directors and of the ad hoc advisory committee for the Council of Chief State School Officers (CCSSO). He is also on the advisory committee for the Center for Research on Evaluation, Standards, and Student Testing, and he has written several articles and papers for CRESST. He is well known across the country for his professional publications and public presentations on practical measurement issues. Dr. Hoover's research interests include measurement of mathematics achievement, differential item performance on achievement tests, and methods of scaling test scores.
